Original article provides interesting details of this "anachronistic vehicle for broadband installation in remote areas". If Washington's own Grant county can run fiber to homes without use of horses there should be a real possibility that other areas could also follow suit and connect more homes and businesses to fiber :)
P.S. Ferrets have also been used to run fiber optic cabling. They might really be on to something here !
